The Japan Industrial Waste Technology Center (hereafter called the JW) is an incorporated foundation devoted to promoting the conservation of the living environment and public health as well as the sound development of the waste management industry through its various activities such as survey and research, supervision and consultation, education and training of personnel, operation of the electronic information processing center (electronic manifest), and publication on waste management.
The JW undertakes the following activities to achieve the above objectives.

The JW provides various education and training courses for generators, and transporters and disposers of industrial wastes so as to let them acquire the specialized knowledge and skills required for the proper management of industrial wastes.
Courses for acquiring the qualification for managers that are required by law to be appointed at the site, generating the specially controlled industrial wastes with explosiveness, toxicity or infectiousness among industrial wastes.

Courses for new and renewal applicants to acquire "sufficient knowledge for proper management" which is required to apply for the business licenses for the collection and transportation, or disposal of industrial wastes.


Course to acquire "sufficient knowledge of the characteristics of PCB wastes", which is required to apply for the business license for the collection and transportation of PCB wastes.
The JW provides the workshop for workers to increase their practical knowledge of the commission contract, the manifest, recordkeeping and others that are the fundamentals for industrial waste management.
Upon commission by the Ministry of the Environment or others, the JW carries out survey and research on the state of generation, disposal, etc. of industrial wastes.

The JW collects and disseminates various domestic or international information on the management or technology related to industrial wastes, keeping pace with the amendment of the Waste Management and Public Cleansing Law (hereafter called Waste Management Law), the enactment of individual recycling laws, and voluntary environmental management activities by enterprises.
The JW carries out the collection and dissemination of information on industrial waste management and also makes direct information exchange through field surveys in Asian and other regions.
For smoother technical cooperation with developing countries, the JW dispatches technical experts to such countries or cooperates with them by holding workshops and seminars for their personnel engaged in waste management based on request from the Japanese Government or the JICA (Japan International Cooperation Agency).

The JW provides a voluntary service for evaluation and rating the receptacles to be used for collecting and transporting infectious wastes based on its own criterion. This service aims at encouraging the use of appropriate receptacles at healthcare establishments.

The JW is devoted to promoting proper management of industrial wastes and enhancing the awareness of the parties concerned by providing seminars focusing on topics and special issues on industrial wastes, and the latest information on them.
The JW publishes manuals and books on the Waste Management Law to promote proper management and the 3Rs of industrial wastes.
The JW also publishes a quarterly journal named “JW Information”, where updated information on policies and technologies related to industrial wastes is given.

When generators commission the disposal of their waste to others, they are requested to confirm that their wastes have been disposed properly by means of the electronic manifest or paper manifest (the industrial waste control manifest).
Under the provision of paragraph 1, Article 13-2 of the Waste Management Law, the JW is designated by the Minister of the Environment as the exclusive "Information Processing Center" for implementation of the electronic manifest.
Three parties involved the generator, the transporter, and the disposer (the intermediate or the final disposer) exchange computerized manifest data via the Information Processing Center over the internet.

The JW carries out the management and operation of the electronic manifest system and the preservation of the data registered.
The JW makes the following reporting to prefectural governments and government ordinance cities according to the Waste Management Law.
The JW is actively working for accomplishing the target (the transition rate from the paper manifest to the electronic manifest: 50% in the year 2010) set by the IT Strategy Headquarters (IT New Reform Strategies: a resolution made on January 19, 2006).
